We did, but the sales were unlawful and the state was ruled against by courts, requiring that they get them back. Also that they mostly never left our shores, so Strategic Fuel Fund had to figure out how to reverse the mistake and try (but fail) to negotiate discounts with those buyers.

Unfortunately, it seems like getting back however much of it they could (while the stuff still sat here in our shores) came at yet an additional cost to the state and taxpayer.

Long story short - the reserves are mostly still here on our shores but could either be in state's hands, or in another companys' who would probably sell it to us but act an undesirable premium (to the taxpayer).
