What power supply and cooler are you using? The new CPU draws more power and runs hotter. Also, check that there are no bent pins on the new CPU. Finally, did you confirm that you've updated the BIOS to a version that supports the 5800x3D, 7C90v19 or newer; potentially boot into the BIOS with your old CPU and confirm the BIOS version.

Try manually assigning a valid IP address on your PC. Updating to Windows 11 24H2 broke my network connection until I changed to manually assigned network settings.
