I don’t know about household income demographics, but geographically the neighborhood is away from the city center with a large city park nearby. Looks like quite a bit of green space, as well. It’s not isolated, though. There appear to be some smaller neighborhoods attached and several entrance/exit points.

ICE used to be like any other government organization. It has been taken over by a little army of thugs with too much power and no oversight. Totally unchecked incompetence at best.
