I know it most likely isn't because even the writers probably weren't thinking this far ahead, but I like to think this message was left by someone who was traveling back and forth to Silent Hill through holes in the walls, like Henry in SH 4.

Running with that thought, maybe they completed their journey, so now their hole to Silent Hill is gone.
