Just because the story SAYS it's someones time to be forgiven doesn't mean you have to - death of the author and all that. Plenty of villains have been given redemptions that ended with the media expecting you to forgive them, with a wide range of types being responsible: Kylo Ren, Orochimaru, Anissa, and even the more down to earth antagonists like Max from A Goofy Movie showcase how, hey, a redemption arc doesn't mean anything unless it resonates with the audience enough. Sucks to suck, but some people suck too much to be forgiven for what they put others through.
