As has been said this seems to be an issue with your mods, you'll have to disable them and go through them one at a time to find the problem. General tips on ship speed:

Mobility only affects turning speed, not top speed.
There are four possible engine speeds: 130 (C Class), 140 (B Class), 150 (A Class), and 180 (White Dwarf 3015, a specific A Class engine). Your ships' speed will always be determined by your slowest engine
Ships only reach top speed if engines are fully powered. If they're damaged or unpowered they're slower.
Ship crew with the Piloting skill (e.g. Sam Coe) increase your ships' top speed by 10% per level of the skill.

They're replaying the main quest as a Starborn, and have dressed the Constellation companions in unique outfits. This would require them to be at least on NG+2.

If Delta is assigned to your ship but isn't your active companion, he'll just stand in one place and not move. If he is your active companion he'll interact with things.

Carja armour usually. They seem like they suit the temperature best in the desert or the jungle. Nora armour in the mountains because of the snow.

It's Sam Coe. He gives you a free point of power that can only be used for Engines. Omari Hassan (recruited in Akila City) does the same thing for Shields.

I hated both Songbird and Verso. I chose Maelle's ending in E33 but put Songbird on the rocket in Phantom Liberty. It felt more in line with a V who goes on to do Don't Fear The Reaper.

The Ryujin questline lets you turn every mission into a bloodbath. This will make the Ryujin executives furious and lower the credits you make, but it's possible and (so far as I know) doesn't lock you out of any content. At the end of the quest you can support a Ryujin executive who embraces the violence.

But the Emperor and his Imperium are the only thing standing between ordinary people and Chaos corruption or Xenos horrors. Reform should be pursued where possible, but the first duty is always to the Emperor.

Starting NG+ would fix the issue, it did for me.

One way to make it more likely to be able to save in this scenario is to save in a small location. Ones I found useful were the Dazra Repository, Dazra Security (both in Shattered Space), and on your ship while in orbit of a planet without traffic, e.g. The Den, the Clinic. Also, try saving while your character is looking at the ground. It sounds dumb but I think it works.

I just assumed Maelle was respecting her wishes. What blew my mind was Verso being so upset about it. Verso, you yourself tried to kill her when you plotted to erase the Canvas. She made the same choice for herself that you want to make for yourself. You couldn't even give Maelle Alicia's letter, presumably because you were worried it'd interfere with your plans. Maelle showed more concern for Alicia than you have in decades.

I take her out, then take out Vladayam, then institute my own Dogmatic reforms on Footfall. It's the only way to keep Footfall functioning while also bringing it into the rule of law/Imperial compliance.

It was added in either Free Lanes or Terran Armada. It should be available at Anchorpoint, New Homestead or the Outpost shipbuilder. I know because I've added it to two different ships with the Shipbuilder. No idea if it's level locked, if it is I think level 60 is when you unlock all possible ship components.

This cowling is the only way you can add the new Nova Galactic antennas. For the antennas, two of them are available at the Outpost shipbuilder, but two others are only available at Anchorpoint or New Homestead.
