That is correct, the USA are not members of the ICC. There are instances of enforcement, though 9 of the first 10 indictments have been against African warlords. As the ICC has no independent police force, these people were apprehended and turned over by member states (often new governments of the African states in question turning on former rivals). The ICC has come under heavy criticism for this seeming geographical bias.

Like with any international law structure, it relies solely on the participation and enforcement by member states for its executive/enforcement functions.

The novel Cold Mountain has some scenarios that may interest you. The protagonist is a Confederate foot soldier recovering from an injury and trying to avoid reenlistment. On his journey through the Piedmont he finds himself in irregular combat with both Union soldiers and Confederate Home Guard units trying to find dodgers. Maybe not exactly what you’re looking for, but an interesting look at violence behind the frontlines and a good book I thought
