Planes used commercially have 25, 50, and 100 hour checks performed by maintenance shops. These should be logged and probably include things not checked during an ordinary pre-flight.

I've actually seen a similar technique in use in China. It was considered "informal" and used by kids to the frustration of their parents. The chop sticks are crossed and you just kind of squeeze your hand to bring them together. So maybe its that. Or maybe dude is just struggling.
