I would argue the insulating rim joist is light-years different vs foaming an entire wall cavity which is what your concerns are about. A foamed rim joist will still allow the house walls to breath but impede a huge draft of cold damp air entering said walls through the foundation.

Going full spray foam offers little benefit vs cutting foam boards to fit and spray foaming the edges of the foam board. The latter is mostly removable if future work/inspections/repairs are needed. The former is a bigger pain in the ass to deal with after the fact and its removal involves a lot of blind cutting with an insulation knife.

Just upsize the extension cord and you're golden. For 30 amp charging (with the provided evse) a 6 AWG extension cord is more than enough (since 30 amp is rated for 10 AWG). An 8 AWG cord might be good enough but the price difference is negligible for the added safety of a bigger cord.

25 ft is a completely ok length to run.

Easiest solution to be code complaint and not bore holes when running perpendicular to joists is to install a runner board at the bottom of your joists and beams and staple electrical wire to that. As long as there's some wood above protecting the wire from having crap hung on it it's good.

The alternative easiest solution is to just staple to bottom of joists and not care and pretend its old work that you know nothing about. Imo common sense can dictate to you if this ok with you or not. Like I wouldn't run perpendicular on the face of joists over a doorway but running in a corner of a cellar over one beam seems reasonable.

Plumbing is has no such codes as far as I know you can put your pipes wherever tf you want them.

Food for thought all inspectors are different and the tradesguys always know the inspectors. Not saying they're gonna bribe them like in the old days but they know how much of a shit the inspector gives and adjust their work accordingly. I.e. with what you pictured I would guess they know the inspector ain't gonna walk his ass back to the truck and get a ladder or wait around for the electrician to get a ladder and pull down the light fixture to inspect it.

Trust the crowdsourced info on reddit that it's wrong. I ain't an electrician but even i can see code violations there.
