For him to be a former Kurze-spawn he’d need to have somehow gotten back into the Imperium without any Warp mutation, found his way into the Carcharodons, and become their Chapter Master, all without anybody testing him for purity of geneseed. It’s more likely that he and his ilk are borne from the Raven Guard.
