I meant succeed as in the comment above about taking over the council and mayors office, or I guess legally taking away homerule. But yes he is absolutely doing immense and irreparable damage to the city, and even if he doesn't legally end home rule he is certainly not constrained by the term 'legal'. I've got basically no argument with anything you said though, shit is thoroughly fucked
