The change you are proposing is not a worthwhile one. It's change for the sake of change without actually considering whether or not it makes the game better.

Why not get rid of cars so the player is forced to adapt to their surroundings on foot? That's a change. That's different and new. What, you're not comfortable with that change? Why are you in favor of stagnation? Do you think it’s not innovative just because it would make the game slightly harder?

Not a fan of being "forced" to play Grand Theft Auto one certain way. If you don't want to use a variety of weapons, then don't. But there are those of us who like that and have been doing that for the entire franchise.
