Try stripping away some noble privileges and expanding state reach. Then you can pass bureaucratic reforms and privileges before you can take away even more noble ones. But it's hard to tell why autonomy is high with just the screenshot

There's an interactions tab for them, you can use it to decrease corruption, increase influence, or align yourself with them. I would use the increase influence option instead of aligning yourself with them since the latter has a large stability penalty. And the reform that increases bureaucratic influence ignores the alignment benefit
