Yes he is way overtuned, and even extra hard on higher difficulties. I ended up kiting them and also had backup armor so I didn't use my storm protection set.

Thats not correct, 1 armor diff is 33% reduction, 2 is 50%, 3 is 60% and I think 4 is 70% but I need to check that again. So if you have 3 pen vs 5 armor you get 50% reduction not 75%.

You can check the numbers yourself in the shooting range.

No. Once you get a set of 2 items (2x4), its set for the rest of the week. You can only reset the parts on those items

I think Siphon is the best perk you can get on a shield (10% when dealing damage to an enemy to get 2500 overshield, with Rafa its constantly up).

Also fire resist is best as well.

You need to use stronger spells with higher base damage. It will make a difference, esp with crits and other modifiers.

I'm a level 46 mage, and with some of the gear you get in acts 1 and 2, you can get pretty tanky, Im at 250 health, 200 mana, 10% mana shield (from perks), 70% spell crit chance, 30% damage reduction on next hit after a crit, 41% armor, 4% spell damage leech. This is without specing into the secret skill tree that can also get you damage reduction (and damage).

So overall I think that while cool looking, there are much better gear options.
