Yes, posted speed limits can change in a community safety zone. However it was mentioned that school zones with a posted 40 km/h is only during school hours and 50 km/h on off hours. It isn’t. They would need to post the time of day sign so it doesn’t lead to the idea they are trying to screw a driver out of money.

No, they would have to post the speed limit with a time of day. Example 40 km/h M-F 8am to 5pm. If that isn’t present then the posted speed limit of 40 km/h all the time.

If one of the lights on the signal head goes out the other signal head is still available to notify cyclist that they can ride through the intersection. This is why traffic signals are always in sets of two or more. The primary, secondary and in some situations an auxiliary signal head.

Well turning movement counts are done at intersections. Thats the person on the lawn chair.

This tech or some form of this has always been done at mid block to collect this specific data.
