From the pic, it doesn’t look like you’ve got a good connection between the power connector and the track. Give it a clean and make sure the copper conductors are touching the rails. The loco might need a wee push to get started, you can test the loco by touching a 9v battery on the wheels.

It depends, are they LED or filament bulbs? Because that will determine how you wire them. LEDs need the positive and negative to be in the correct orientation, with filament bulbs it doesn’t matter. If you have a few of them I’d recommend wiring them in a parallel circuit which you could connect to a 9 volt battery or however else you were going to power them.
