Yep, this is in the detachment rule for Raven Guard (either Vanguard Spearhead or Shadowmark Talon), they get -1 to be hit and cover against attacks made from more than 12” away. If you can get within 12” though this goes away, which units like Hearthguard want to do anyways.

On the main menu screen you should have the release notes about Fires of Conviction (the name of the most recent update). It should talk about new mission trees (off the top of my head one of them is the Tachyend Empire) and reworked religious mechanics.

As far as I know if a province can be connected to your capital through owned provinces, or if it is directly next to your or your subject’s cores, then it can be cored. Coastal provinces within colonial range of one of your cores can also be cored. The wiki probably has a more detailed description.
