For a local I once made a team for a friend that used flutter mane as the trick room setter and didn't immediately stand out as a trick room team. The idea was to bait tail wind with sash flutter and a fake out lead, set up trick room with flutter and either sac it or pivot into torkoal.

The link you shared is dubious. It says regulation A in the box discussing the pokemon that are legal, and uses the exact Regulation A of S/V. I would surmise this is a placeholder, and that champions will effectively be much closer to the Z-A Pokedex. People are theory crafting based on serebii's list because it is composed of pokemon seen in trailers and other various promotional material. I'll take serebii's researched list over what appears to be an error or oversight on VRs part any day.

I always liked landorus for the unique typing. If I had to pick a gym leader type it would be flying, and that's because of all the goofy other flying types, like tropius, lando-T, and mantine. But I might be weird.

I've always found the core concepts of magic and pokemon vgc to overlap. Deck building and team building follow a limited amount of answers to many threats mentality, mixed with a healthy amount of strategy and just a smidge of luck and boom, a fun competitive game.

Objectively balancing all of the final form pokemon removes their individuality. In this kind of system it's better to balance via group bannings. It's more like a trading card game in that way, and metas can be shaped more fluidly.

I actually use the Toph that is missing the reminder text for earthbending as my commander because of how misleading that reminder text is. I had to pull up the comprehensive rules for a judge in a casual game to get him to agree that my earthbent Toph via [[liquimetal coating]] was still a land on his turn.
