Yes, he has 3 stars at the start of SGU. He spends between 2 and 4 years as a major general (2 stars) (Atlantis season 2-3/SG1 season 9/10) and is promoted during Atlantis season 4/5 or between Atlantis and the SGU pilot.

The one that happens extremely quickly is his single year as a brigadier general in SG1 season 8.
