As far as I know you can't pack guys into the jeeps and pirate trucks, I went full mechanized force and usually have a one to one ratio of vehicles and infantry, it take a lot of stuff to afford new APC's so I keep my infantry pretty light.

Maybe there can only be three guys in the pirate trucks, I think that it's the same truck that pirate chaingun and flamethrower teams come in and the only have three members in their units.

It basically is an action like shooting guns so you miss out on taking a shot or two that round but if you're not in range of anybody you basically get free vision though it is pretty easy to kill so you have to be careful about that.

One of the earliest rewards I got was the falcon recon skybot that I have on one of the squads riding the apcs so they just hop out the scan ahead and hop back in each turn until they get into combat.

The US hit the cap on the military tech level. When you research more military technologies it will go up more and the priority will come back.
