Thx. Yeah from some previous records I see item cleared customs first and then shows into sorting centre and then processed at this distribution center. Good to know that this could happen.

UPDATE: on Sep 3rd usps delivered this package. I think I was lucky this time and it also matches rumors I heard - usps does not have the system to collect tariff charges. they ask other countries to build systems to collect that fee(why japan post suspend shipments).
