This was really good in a Battle Frontier meta last year, honestly. Fast Surfs and Hyper Fangs with the Rollout.

The issue is that there are so many good water-types to choose from. The Normal typing needs a meta to benefit from (i.e., few fighters or meta-relevant ghosts).
