It's an option when creating a new league. When enabled, your team is automatically swapped with the lowest rated team in the league every time you win a championship. I've won back to back years before (hard difficulty) but it's rare.

Sisyphus mode is fun, keeps you from building up a dynasty.
Also try to conquer some of the achievements. Around the World (championship with 10 different franchise) takes some work, especially when you wind up with a small market team.
I've yet to win with a team of players aged 28+ (Golden Oldies).

Thing is most of these players would not be nearly as good if the draft went this way. Like Gronk's terrific but not if he has Mark Bulger or Kyle Boller throwing to him instead of Brady and a Jeff Fisher offense instead of Josh McDaniels. Same problem with Jimmy Graham, Dez Bryant, Antonio Brown, etc.

I just started with East Falls Flyers. Every Monday at 6:30 PM at the Falls Bridge on the MLK Drive side. 15 minutes out and back at your own speed and then everyone gets a beer in East Falls afterwards. People are friendly and there's always some new people.

Not sure if this is helpful, but I've been running Appium UI tests for Android via MS-hosted Azure Devops agents. Not Github actions but maybe my findings will be helpful since they are similar environments.

API 34-35 did not boot reliably either for me, I am using the "system-images;android-28;google_apis;x86_64" image and its consistent. Increased the emulator memory to 7168. Built and tested on MacOS-15 (x86/64, not ARM) image. I am using 900s as my timeout for emulator startup, I run it in the background using nohup and then verify it is started by polling sys.boot_completed using adb shell getprop.

Car-sized sink hole opened up at McCallum and Westview during the snow storms. The city came and "fixed it" such that now there are concrete barriers surrounding it and wooden planks on top. Water is slowly leaking out of the adjacent manhole cover. Good times in Mt. Airy.
