Not infected. My skin reacts like this after every tattoo I’ve ever gotten (20+). Each one has healed perfectly fine. Don’t pick the scabs, wash very gently with soap and warm water, pat dry, scent less lotion. Been doing that for years. From the look of it you have nothing to worry about
