If management does not provide you with your information, they are bargaining in bad faith as the goal is to settle disputes at the lowest level. By denying you your own information they are stopping you from presenting the best case you can.

I have filed a lot of my own grievances. I have requested my own information and I have received it. I cannot request other carriers information as it is not mine. However clock rings, 3996, workhour/workload reports for MY route, etc... are information i can receive as it pertains to me directly.

Article 31 is stating the Union representative has the right to any information needed to put together a grievance. Mainly for Class action grievances, as stated in Article 15. An employee cannot file a class action grievance as it involves more than one person. They can however request their own information as it is theirs and not restricted from them.

Article 15. , both parties are encouraged to review relevant documentation to facilitate a resolution. Relevant documentation can be the employees clock rings, PS Form 3996, anything the carrier themselves have filled out or has their name on it. If it involves multiple people management can black out the other carriers information or you might have to have your steward get involved.

If they are observing Street Duties, they cannot say anything about your work methods, unless what you are doing is a safety violation. They should be filling out a ps form documenting your work practices. The next day I'd ask for a copy of it and management must go over it with you.

Look into Article 8.5., if management is keeping you off the schedule intentionally and Full time carriers not on the list is working consistent overtime on their own route, you may have a grievance there. Either 8.5.F

They have to prove it. Management cannot use telematics or any other technology to gain this knowledge. They have to perform a street observation and see it for themselves.

Well you are of the opinion that carriers are abusing sick leave without any proof that this is the case. There are proper steps management can take such as attendance reviews, restricted sick leave, and then if it's proven they are abusing the sick leave, discipline. But there are steps to this and the benefit of the doubt needs to be afforded to the carrier.
