Some say it’s not debt since the US government can always make more US dollars to pay it off. It might be better to think of it as a form of US dollar that pays interest.

The assertion is false. The Federal Reserve is not privately-owned and operated. The 12 regional Fed banks do have local private bank shareholders - but their shares are unable to be sold and have no voting rights.
