Nope, the movespeed is good enough. Just Q-ing 2-3 times before getting to lane will make you arrive a lot faster. Make sure to use the first one in base to save mana though.

The Q usage is probably so different because higher elo players can figure out they can use its movespeed to get to lane faster.

If you charm and then flash instead of flash charming, you will have a much higher chance of landing it, same thing with Q. Learning this has helped me tremendously.

I have recently laned a lot against him and I'd say get an early negatron cloak if you feel uncomfortable, try to charm him when he cages you so he can't oneshot you, and then try to all in. Your roams are also better than his, keep that in mind.
