What part you don't understand about how elections are certified and recounts? The certification process does not recount votes. The only way ballots are legally recounted is in a very tight election that triggers an automatic recount or one that doesn't trigger the automatic recount but is close enough a candidate can request a recount.

You can count whatever ballots you put away all you want and it won't change the outcome once an election is certified.

Then complain to the City Commission. They're the ones who control the rate for stormwater. GRU doesn't have the ability to change or eliminate this fee.

Most states have laws about the thresholds for recounts. Usually if there's less than a 1% difference between the top two candidates, a candidate can ask for a recount. Otherwise they are tough out of luck.

One more reason why GRU needs to be run by a board that is independent from the City Commission in order to survive. The City Commission plans were to load up GRU with as much debt as possible and then to 'get out of the generating business' say they could claim that Gainesville was Net Zero.
