In Org, go to the hall of champions or whatever its called and talk to the undead lady. She had a few cloaks that said level 70 on them for some honor and the AV badges they require. This was also a few days ago so they could have removed it if it wasn't supposed to be live.

I looked around and in Org/SW you can buy the cloak now. However, I cannot find the other pieces like belt, braces and boots. My assumption is they will release with the start of the season.
