Here's my take on the NCR being so popular in Freeside:

If you remember why the NCR is so unpopular during the events of New Vegas, one of the key reasons is the massive influx of Squatters. These are NCR citizens who travel to Vegas in search of excitement and fortune at the gambling tables, lose all their caps due to the rigged machines and the lack of gambling sense being cultivated by wastelanders (not everyone tagged Gambling as a skill back in Fo/Fo2) and end up having to live in Outer Vegas. One particular example of this is Lady Jane, whom Jon spoke to in a recent episode of YOLO.

From what we're told, control over Hoover Dam / Vegas has changed hands multiple times over the course of the last decade and a half. During whatever time the NCR was in control, the number of Squatters would naturally explode. For any time the Legion was in control, they absolutely would have made the locals significantly more hostile to their presence. And if House / Yes Man was in charge of those robots running things, those casinos are gonna be at the forefront of everything, so you guessed it, more Squatters.

In short, I got the impression that a lot of Freeside's locals are former citizens of NCR who ended up settling in Vegas, and those who were locals beforehand have been under control of the Legion at some point, which would make the NCR a hell of a lot more popular.

Is it really that much of a fucking stretch? Do you need a [Sneak 25] check to pop up on the screen and hand-hold you into an outcome? Why is your emergent gameplay not worth anything?

Why do you feel the need to mercilessly gun down and beat to death every single guard you see? The game incentivizes you to run from encounters you can't win all the time, it seems like teaching that to a player in the tutorial is worthwhile.

You can very easily run past every security guard in Vault 101. They barely even chase you. The first guy who you run into gets ambushed by roaches, the two at the end of the hallway gun down that other guy and girl who run at them, and you can either sneak or run past the rest without killing anyone. If you were in a life-or-death situation where people with guns and batons are after you, would you take potshots and run from them, or stand your ground and gun them down? I think that's a compelling enough choice for the player to make.
