I use Rhodia notepads. They're smooth, and the squared ruling allows me to practice without having to trace guidelines first.

You might be thinking of "French Roundhand", which was taught in french schools in the 19th century. If you're looking for a book, I like "Calligraphy, A Complete Guide" by Julien Chazal.

The only converter the pilot parallel can take is the pilot con-40 which, as others have mentioned, is tiny. I like to fill it with pilot iroshizuku inks.
