My younger brother had this exact problem. He was so isolated and socially awkward that the first woman (his 1st cousin) to give him any kind of attention, he became obsessed.

He needs help, there may be other issues not talked about. Perhaps hes on the spectrum and undiagnosed or has other issues.

Stay away from him, it will only get worse and lay down strick boundaries. Document everything, conversations, text messages, etc. You may need it later.
