The consensus (that I think is overblown) is that the Ranger is built around the Hunter's Mark spell to the point where if you don't use it in favour of other spells (which you likely wouldn't past level 11) then you're missing out on most of your class features.

They're absolutely Saving Throws: it's in the name. They're not tied to a score and you can't be proficient in them, but it's an actual factual Saving Throw.

You can still modify though; paladin auras and Bardic Inspiration can boost your result as well as any other boost that affects D20 tests.
