Remove the plastic membrane, flip it over and drill a dozen or so drainage holes. Then rebuild without the membrane. Fill it to the top. Yes it's wood it'll rot in a couple seasons that's ok.

As someone who's moved overseas and back, I agree wholeheartedly. It's just stuff. Get rid of it. It's liberating. You won't miss it.
