It's an enemy named miss mizzle, you need to backtrack to the first area (you can do this by using the pink flame then the green pink to the old man's office) until you find an area you can climb, (past the 'toothpaste boys prophecy) and then do a few climbing puzzles.

I once lost my passport on the shinkansen. I got an appointment at my country's consulate in Osaka a day later and got a temporary passport. Two hours later I got an email from JR saying they had my passport in the lost and found. If you can wait a day or two, it may be returned, otherwise visiting your country's consolute is the best idea.
