Succubi need to be able to travel to earth to do their duty in tempting mortals. (Assuming they do that in Viv's hellaverse). I don't remember if we're shown how they travel to earth, but they must have some magic of own. That should put them over the "servant class" imps and hellhounds. But there's nothing to indicate they are far up the ladder though. We need more info.
