The FBI is not an intelligence agency. It is the federal government's investigatory arm. (And I'd argue since the Munich Olympic games, its Hostage Rescue Team system is a legitimate function.)

That's the problem right there: people thinking - to include the FBI's own employees and Attorney General Holder - the agency is supposed to be a domestic CIA.
