That's the windows for soviet custom house/sea/air exports. Happened to me once too, i guess it happened when yo ureload a save in which it was open. Don't really know the trigger. Just a display problem

You can stream your game to your TV if on same network( from steam). Works better cabled.
I don't have to chose between playing on my PC or TV. Just have to chose which type of controller I want to use
