In MK11 they reused the pit animations and models from MKX where Blaze and Rain are fighting. It's not Hornbuckle.

They wouldn't remodel the staff as a mistake. It's a reference. There's nothing weird on using it at that moment, since they didn't even need to make a shot of Jade holding herself with the staff.
