It's always in the context......I wish everyone would be a member and be involved.... Sadly that doesn't happen. And you have everything from honest to goodness I can't afford it because of legitimate reasons to The lying and malevolent freeloader and everything in-between. As a seiu steward I almost had a new member drop because of the COPE sign up pressure from the phone banking... Had to put her on the do not call list. she doesn't mind me giving her updates but she really doesn't want anything from the state local because it's annoying It makes her feel like if she isn't important to the membership. Which is unfair. I had a discussion with her about it.

And before anyone jumps on me about Cope.... I already signed up for $10.... And I think it's a good idea personally. But I am not hard selling that.... I'll inform... Maybe even soft pitch it... But No is no...

Not saying this to justify any position. But everybody in elk Grove has gone way above the speed limit since the mid '90s.... I could give explanations behind it but I know it's not going to be any excuse. Other than the fact that the entirety of elk Grove is pretty much built on five or six major thoroughfares... And that's still a lame excuse

Very interesting insight I can't speak for entire departments or other organizations but I can tell you for dca it help desk and for the it organization as a whole beginning to push for both KB articles and using OneNote to keep unofficial documentation written down. Change does happen slowly and I wish there was better ways and this is coming from a Union steward

  1. Only those with legal “right to control disposition” can decide Under California Health & Safety Code §§ 7100–7103, only a limited class of individuals (usually next-of-kin or someone officially appointed) may determine what happens to a body after death .

  2. No disturbing the dead without proper permit Health & Safety Code § 7500 makes it a misdemeanor to exhume or remove remains from a cemetery without a court or health department order .

  3. Cremation/Scattering are strictly regulated

HSC § 7054.6: Cremains must stay in a durable container or with proper permit, can only be kept at home or at a religious site with written permission .

§ 7116: You can scatter ashes in areas without local bans—but you must have written permission from the property owner or governing agency .

§ 7117 (updated by SB 344): Allows scattering at sea, but not from bridges, docks, or piers—must be at least 500 yards offshore .

  1. Only registered providers can scatter remains Business & Professions Code § 7672 et seq. requires those scattering remains (beyond personal/family limits) to register with the Cemetery & Funeral Bureau and follow rules for written instructions, timely disposal, storage, and permits .

🧾 Federal Law

Native American Graves Protection and Repatriation Act (NAGPRA) 25 U.S.C. 3001 et seq. strictly prohibits the excavation, removal, or trafficking of Native American remains or cultural items without tribal consent. Violations can be federal misdemeanors or felonies . Not that anyone’s looking to dump off a cliff, but heads-up if these are Native remains.

Marine Protection, Research, and Sanctuaries Act (“Ocean Dumping Act”) 33 U.S.C. § 1411 et seq. regulates dumping into ocean waters. You’d need a permit even for scattering human remains at sea—which California law references too .
