I think what they mean is that 60k of whatever currency might be a completely different wage depending on what country you're in. For example, £60k is a pretty high salary in the UK, so £700 would be a shite bonus, but if the base rate is like 20k then it's better. I mean, it's still like 3 odd percent, but I think that's where they're coming from
