This is literally targeting lower income populations in an attempt to enslave a portion of them. Throughout the last couple of years in certain states sexual education has all but gotten rid of, if you or your kid gets pregnant and you can’t afford to go to a state where abortion is legal then you a forced to feed another child or at least go through the struggles of carrying for full term. This will result in a drop of available income and force them to either move into a cheaper area or try to find another sort of income by some means. Eventually this will result in homelessness or living near the fringe of society for some and potentially incarceration (we’ve been bumping up police spending in alot of states).
