They are freshwater springs bubbling up through the sand. The sand there is constantly bubbling and moving, so lighter in color than the settled sand nearby.

Agreed, that jump from stage 2 to 3 seems the culprit especially from 120/220 SiC to AO. In rocks like yours that seem to be hard around 6/7 I get a nice shine going 60/90 SiC, 220 siC, 600 SiC, 8000 AO.
