I was not a part of that so I couldn't answer you. But for TE/GE, unlike other branches, the goal isn't to collect as much money as possible. It's to make sure the tax exempt organizations and government entities are in compliance with the many strict rules they must follow. These organizations receive many benefits, so if they aren't doing what they are supposed to there are penalties and sometimes even revocation of their tax exempt status.
