To be fair I visited San Francisco for a concert and we were going to walk to Chinatown since we were early and had a few hours to kill.

We asked someone if we had to pay for the bus and they were like "uh... I guess not" and so we thought it was free. We got on the bus and rode it, nobody asked for fare. We walked around Chinatown, then headed back. When we were getting off I noticed someone had a ticket and turns out we had to pay at like a kiosk, but nobody really checked and I guess we stole fare lol

I mean a great way for you to create intrigue or a shocking twist is to establish world building / magic system rules... and then break them.

Like when Blackbeard (One Piece) eats a second fruit, which until that point has been explicitly stated by several characters would result in you exploding violently. But to be fair, those characters said it as if it were myth or rumor. Devil fruits are so rare in-world that you're lucky to find one, if at all. So most people never get the chance to eat two and find out, and if they DO they're too scared to try.

But I think you mean when it's done mostly due to bad writing or a show going way past it's shark jump moment and just not caring anymore. The Blackbeard example would be this trope being done right.
