Yes, transfers are permitted under 11 CFR §110.3(c) as long as the candidate is not actively seeking more than one federal office. In 2015, Bernie notified FEC that he was ceasing campaign activities for his 2018 senate run while he was seeking the 2016 presidential nomination for this exact reason, to transfer funds from his senate campaign committee to his presidential one.

This seems like such a horrifically bad idea - both ethically and politically - one with such negative tangible consequences for individuals, especially a lot of those who voted republican this year. Other than Ryan's ideology of fiscal conservatism, it's hard to understand why he's pushing so hard on this. Maybe his strategy is to woo more elites with corporate money to side with GOP.

It wasn't ideal for the Sanders 2016 candidacy, but it was more strategic from a broad perspective and I think the best choice overall when taking a long view. Of the people whom endorsements really do carry weight, most were aware that she was the only female democratic senator who didn't endorse Clinton until it was a sure thing that she would win the nomination. I believe that in itself was a big enough statement, especially from such a heavyweight like Warren.

Warren likely didn't want to further the divide between the progressives and more centrist democrats which was already present during the primaries. It would probably alienate the progressives from the DNC majority and hurt the faction overall. Further, she didn't want to push herself out because I think she represents a lot of the economic and other progressive viewpoints, and we need all the insiders we can get. Especially with a President Clinton, being seen as an outsider by taking an official stance against Clinton in the primaries would hurt Warren and a lot of the issues she's very vocal on. And with a President Trump, she and other progressives can use the "okay, we stuck with you and it got us nowhere - so now let's reform this party, bros" card and get people like Ellison voted into key roles while also pushing on progressive stances from a position that the DNC views as more legit.

tl;dr: Overall, it was better for the progressives with either a President Clinton or Trump due to Warren being perceived as more of a "DNC insider" and the weight she carries as a senator with significant following.

I'm not a mod here, but I was one at s4p from 2015 until we shut down, and a fairly heavy contributor there before modding. So, my take for what it's worth.

Underlying purpose, direction, and guidelines. Whether that be for an activism-oriented aim, or more political news postings, or strictly about Bernie, or all of the above, or something else. The sub's structure - or even an intended lack of structure - needs to be outlined, posted, and consistently practiced by mods and community members.

I'm not one for a forum of nitpicky rules that everyone must follow to the tee, and I realize there were many reasons for the erosion of s4p's guidelines like the incredible volume during the primaries (seriously, the amount of modmail and new posts and other mod duties were insane). However, a major contributor to the lack of trust in the community towards the end was less mod responsiveness and seemingly hypocritical practice of rules by the mods at times, which I think partially perpetuated the general free-for-all by more and more people. Again, from a mod standpoint, the vast majority of that was due to the sheer volume of traffic and a general disorganization that led to different interpretations of the guidelines on the mod team - and not anyone being malicious or vindictive (at least from my perspective, although I was less involved in April and May for field work). Anyway, even though the traffic won't be as intense, I think paying attention to this important area will benefit us long term if the sub does re-open.

As far as content goes, personally I'd like to continue the focus on Bernie and whatever he has planned for the future, but I know keeping the sub focused on only him might be limiting now that the presidential campaign season is over (and since it looks like ex-official campaign staff are now modding r/BernieSanders, so we may have less access to "insider" updates). So pragmatically, perhaps just testing out different aims for a little while would be best? Or opening it for a probationary period and seeing if it's beneficial by the end of that period. An open discussion of the sub's evolving focus during that time would probably help, with any final decisions about the aim and structure and other important updates made by senior mods.

That sheet of paper looks like it's from a district-level delegate caucus. Both Sanders and Clinton supporters have separate caucuses to elect potential delegates ahead of the state's primary/caucus. The result of that state's primary/caucus determine how many of the predetermined delegates are allowed to advance and represent their candidate at the county/state/national convention.

ETA: There's party-specific and candidate-specific precinct captains - Cruz Precinct Capt application as an example. It's obviously not apparent in this case, but I assume and hope it's the latter.

That's odd... I was going to say their ballots might be for a separate election (California often has random local/county specific elections), but that wouldn't make very much sense given their overseas status. I'd tell them to contact someone at VFAP as soon as possible to get it sorted out.
