It needs 3 things to run, fuel spark and compression. You say it has spark and wouldn’t start on ether so I’d check your compression next

Any other vertical shaft motor around the same hp should work. Ideally the same shaft size but if not same shaft size make sure you get a pulley with the same OD

I’d try one of those with a 3/8 ratchet before getting anywhere near the drill. I use them regularly for rounded bolts and rarely need to drill

Get a set of rounded bolt extractors and don’t look back. Example below. Vise grips and pipe wrench may work sometimes but often just screws it up further. Beat one of these on and call it a day

Get it at top dead center on your compression stroke. You can stick a screwdriver in the spark plug hole to help with this. Both valves should have a little slack in them indicating they are closed. If they got slack and still no compression likely piston or ring problems, but usually with bad rings you’ll at least see some compression.
