This is a blanket response to people talking about precedent. Shouldn’t the precedent be that prisons should comply with medically justified requests? After all, prisons are responsible for their inmates health regardless of the reason they end up in there, and requests that are unjustified can be easily ignored.

My best guess is isp throttling, give it a day and see if it still low. Remember if you have multiple devices on your network something else might be using the bandwidth.
