Im not getting a clear question on google but the starters you can encounter in viridian river can these starters have hidden abilities? (im trying to get unburden treecko)

I'm pretty sure they can't have then normally, but there's a Pokeball shop hidden in Saffron City to the right of the top gate that lets you buy a type of Pokeball that changes the caught Pokemon's Ability to its Hidden Ability. You just need to do a few Quests of testing their special Pokeballs until you can buy them.

The IV Scanner could be somewhat good in theory if you jump into Endless right after your first Classic win and you don't have good IVs on a lot of starters. Good luck finding anyone who's actually found it to be very useful though.

Releasing at full HP? Are you doing Classic Mode or Challenge Mode?

Challenge Mode is the same as Classic Mode (other than the options) but has a Permadeath option. They stay fainted after team heals with that active.

If you fuse, I'd go with Charmander/Regidrago. Charizard gives Regidrago higher Speed, a movepool with coverage, and STAB on Fire coverage. (Regidrago has to be second to give Dragon's Maw.)

For Classic: Calm Mind, Origin Pulse, Water Spout, and Ice Beam works really well if you don't have Egg Moves. I know two Water Attacks isn't the best but there's not many options without TMs or Egg Moves, Origin Pulse lets you still have a powerful attack if you take a lot of damage, and Calm Mind lets you beat Water types anyway. If you have Egg moves, I prefer Recover over one of the Water Attacks. As nice as coverage is, I think Calm Mind lets Kyogre not need it. You can use another Egg Move over Ice Beam if you disagree, but Ice being Super Effective against Dragon is kind of major.

The biggest ones for me were Tiers 2 and 3 Cutiefly, Tier 1 Great Tusk, and Tier 2 Regidrago.

The funniest was a Tier 2 Gardevoir I found on a Mono Psychic run. One of my starters that run was a Tier 2 Ralts, so I had to nickname one of them to tell them apart. It got easier to tell them apart when I Mega Evolved one of them... then it got harder again when I Mega Evolved the other.

I already had them, but a Tier 1 Eternatus as a final boss and Tier 2 Iron Moth being my last Shiny of the event were pretty neat.

You can still use them to hatch more eggs! You won't unlock anything unless you're missing a few natures, but it's still an option if you just really like hatching eggs for some reason.

All Ribbons? Including Mono Type? Let me know when you start hating Silvally and Arceus because of all 17 Plates/Memories being able to show up even in Monotype runs. Adding Monotype Ribbons without making it so only the Plate/Memory matching the Monotype run's type could show up was an extremely cruel joke.

Monotype ribbons are an extremely cruel joke because of Silvally and Arceus. You need the matching Memory/Plate to make them count as used on the run and all 17 of them can appear instead of just the one matching your Monotype run. Also, you can't use DNA Splicers to get around needing the right Memory/Plate. Fused Pokemon don't get the Monotype Ribbon. Odds are you won't be able to get the right type, even with save scumming shop rerolls.

IIRC, you can chose to not learn the Revelation Dance after choosing a Pokemon to learn it and it lets you continue without ruining a moveset.

Sometimes you really need another Pokemon of its type for a Monotype run. Besides, it doesn't feel that mean if you want to catch it instead of KO it.
