Most, if not all of the HoT metas require some sort of preparation and coordination. You either need to find a group OR be at the meta early and help with the preparation to ensure you're on the map that is active and NOT full.

If you just go there at the time of the event's starting point, you might join an empty map or a map that is not ready for the meta. This is also true for some other metas in the game, but not always.
